He was born in Arecibo, Puerto Rico to Felix Santiago and Julia Cruz.

Family and friends are invited to his memorial service on Tuesday, July 31, 2018 at 11:00 am followed by a liturgical service at 12 noon Rodriguez Funeral Home, J Street & Erie Ave, Philadelphia.

He will be laid to rest at Washington Crossing National Cemetery, 830 Highland Road, Newtown, Pennsylvania.
